Government contractors are keenly aware of the impact of Congressional action on their business.  Congress can mold public and customer perceptions, and policymakers can be vital to a company’s successful performance of and access to government contracts.  Government contracts are frequent targets of political attention, and Congress’ oversight has tended to be particularly vigorous in the area of government contracting.  Our long standing relationships and understanding of the dynamics on the Hill allow us to assist our clients in anticipating potential political problems and to respond to political forces to minimize their impact on contract business.  In addition, we assist a wide range of domestic and international clients in identifying potential legislative efforts to create additional government contracting opportunities or remove barriers to such business.  Our lawyers with deep expertise in federal procurement regulation and specific industry expertise team with our legislative group so that clients are meticulously prepared and politically agile.

Representative Matters

  • Preparation of model legislation, white papers, and talking points in support of a reordering of procurement preferences for our client’s industry segment.
  • Testimony by Alan Pemberton on behalf of research pharmaceutical industry client concerning proposed bioterror procurement legislation and lobbying support for the legislation.
  • Worked with client organization to devise multipart plan to address anticipated Congressional concern about alleged overcharging on large government contract, including proactive briefings to staff and members, response to related auditor and inspector general reports, and preparing witnesses for anticipated hearings.   
  • Assist client in responding to congressional inquiries about contract performance, and prepare reports on contract performance for client officers and directors.
  • Assist client’s government relations staff to obtain funding earmarked for client’s research and development program, including efforts at congressional and executive agency level.
