A significant part of Covington’s Financial Institutions practice involves the representation of banking organizations and other financial institutions, as well as their trade associations, on federal and state legislative matters.

Representative Matters

In the federal legislative arena, our experience includes the following significant matters:

  • Representing the banking industry in connection with the formulation and passage of the Riegle-Neal Interstate Banking and Branching Efficiency Act of 1994.
  • Representing a number of large financial institutional companies in connection with the formulation and enactment of the Gramm-Leach-Bliley Act of 1999.
  • More recently, working with members of the life insurance industry in developing proposed federal legislation with respect to the optional federal chartering and regulation of life insurers.

On the state level:
  • We have worked extensively in recent years on various forms of state privacy legislation affecting financial institutions. 
  • In an earlier period, prior to the enactment of the federal interstate banking legislation in 1994, we were extensively involved in the development and enactment of numerous state law providing for interstate banking.
