Covington works with legislative and government affairs matters at the federal, state, and local levels for individuals, companies, governments, and trade associations.  Our work encompasses a sweeping array of issues, including matters involving energy, tax, financial institutions, transportation, privacy, communications, international trade, campaign finance, health care, intellectual property, food and drug, tobacco, tort and product liability, professional sports, and corporate issues.  Our lawyers and other professionals regularly monitor, advise, and lobby on behalf of clients with respect to federal, state, and local legislation.  Many of our lawyers have extensive experience working on Capitol Hill and in executive branch agencies, including a lawyer who was one of the key drafters of the House-passed American Clean Energy and Security Act of 2009.  Many of those who focus on legislation bring years of legislative background to their work.

Representative Matters

  • Advising companies on clean energy and climate change issues.  Assisted companies seeking support for alternative energy projects in the American Recovery and Reinvestment Act of 2009 (the Stimulus) and advised on carbon trading provisions in climate change legislation, including preparing amendments to both bills.
  • Advising coalition of renewable energy project developers, venture capital firms, and investment banks on low-cost financing of clean energy.  Drafted testimony, legislation, white papers and helped build coalition on and off the Hill to advance the issue.
  • COMPETE, a broad coalition whose members include Exelon, Constellation Energy Group, Sempra, TXU, Goldman Sachs, Wal-Mart, National Grid, Reliant, and PSE&G, on energy legislative, policy, and regulatory matters.
  • Airtricity, an Irish wind developer, on legislation impacting the wind industry.
  • Advised energy companies and other clients in connection with consideration of energy legislation in the 112th Congress and with passage of the Energy Policy Act of 2005.
