Matthew S. DelNero is a partner in the firm’s Washington office. He focuses his practice in telecommunications, technology, and media law and policy.
Mr. DelNero represents leading information technology, telecommunications, and media companies in complex regulatory, intellectual property, and policy matters, with a particular emphasis on the evolving regulatory framework for new technologies and services. His work takes place across a range of settings, including the FCC, Congress and international institutions, and in diverse contexts that include policy development, regulatory compliance, strategic planning, and commercial transactions.
Mr. DelNero routinely counsels clients in legal and regulatory matters that bring to bear his expertise in cloud computing, privacy and data protection, signal retransmission and content licensing (including music rights), spectrum policy, and foreign investment in the media and telecommunications sectors.
Representative Matters
- Represent major online service providers in broadband, data protection, cloud computing, and other telecommunications and technology policy matters in the US and abroad.
- Testified before the U.S. Copyright Office on the future of the compulsory copyrights for cable and satellite retransmissions of broadcast programming.
- Negotiate and draft retransmission consent, cable network affiliation, spectrum lease, and content and music license agreements for online service providers, wireless ventures, broadcasters, and others.
- Advised investment groups and wireless ventures in the $19.1 billion 700 MHz and $13.8 billion Advanced Wireless Services (AWS) spectrum auctions.
- Represented mobile satellite services (MSS) carriers in FCC proceedings concerning access to spectrum and use of MSS spectrum for hybrid satellite/terrestrial networks.
