Linda J. Morgan is chair of the Transportation Practice Group and co-chair of the Government Affairs Practice Group at Covington & Burling. Her practice focuses on a broad range of railroad and other transportation matters, as well as general legislative, governmental, and policy issues.
Ms. Morgan has 25 years of in-depth regulatory and legislative experience in the transportation industry. She was originally appointed Chairman of the former Interstate Commerce Commission (ICC) by President Clinton in 1995, and then of the successor agency, the Surface Transportation Board (STB), in 1996. In this role, she presided over numerous transportation regulatory proceedings, including rail rate and service matters and railroad merger cases of unprecedented national scope and complexity. In 1999, the Senate confirmed Ms. Morgan for a second term, and in early 2001, President Bush asked for her continued service as Chairman until he designated a new Chairman in December 2002.
Prior to joining the ICC, Ms. Morgan served for 15 years as counsel with the Senate Committee on Commerce, Science, and Transportation, including 7 years as General Counsel. During this period, Ms. Morgan was responsible for much of the legislation that established the framework for today's transportation system, including surface transportation policy that she later was in charge of implementing as Chairman of the ICC and the STB.
In 1998, Ms. Morgan was named by The Washington Post as one of five "People to Watch" for that year. In 1999 and again in 2006, the Georgetown University Law Center honored her for her contributions to the legal profession and society in general. And, in 2003, she was recognized as the "Person of the Year in Transportation" by the University of Maryland's Robert H. Smith School of Business.
More recently, she has been recognized in Chambers USA and Best Lawyers in America as one of the top transportation lawyers in the country. In June 2008, she received the Presidential Award from the Association of Transportation Law Professionals. She is a Member of the Board of Directors of Canadian Pacific Railway, and serves on the Board of Visitors for the Georgetown University Law Center and on the Business Advisory Committee for Northwestern University's Transportation Center.
