Karin J. Norton is a special counsel practicing patent and other intellectual property litigation with a primary focus on Section 337 proceedings before the International Trade Commission. Prior to joining Covington & Burling, she was a senior investigative attorney at the Commission and served as lead government counsel in many of the key §337 cases before the Commission over the past decade.
Ms. Norton has had substantial trial experience, particularly before administrative law judges at the Commission, and has litigated a broad range of technologies including cellular telephones, disk drives and DVD players, semiconductor chips, data storage systems, medical devices and biologics, chemical compounds, disposable cameras, abrasive pads, garage door openers, automotive gauges. In addition, she has extensive experience and expertise in biotechnology, pharmaceutical and medical device technologies that derives from her doctorate in human physiology, earlier years as a medical researcher and previous involvement in patent litigations for several prominent pharmaceutical companies.

- Certain Short Wavelength Light Emitting Diodes, Laser Diodes and Products Containing Same - representing a leading consumer electronics manufacturer in patent infringement investigation before the ITC.
- Certain Semiconductor Chips With Minimized Chip Package Size - representing leading semiconductor manufacturer in patent infringement investigation before the ITC.
- Certain Baseband Processor Chips - government counsel in bifurcated patent infringement case in which Broadcom Corp. sought to enforce its patents against Qualcomm Inc. and bar any cellular telephones containing the infringing chips from entering the United States market. Third parties Verizon Wireless, Sprint Nextel, Motorola, Samsung, LG, and Kyocera Wireless intervened. Testified at the first public interest hearing in a Section 337 proceeding before the full Commission.
- Certain Universal Transmitters - prevailed on summary determination in the only case brought under the anti-circumvention provisions of the Digital Millennium Copyright Act in which Chamberlain Corp. sought an order barring transmitters to open garage doors from entry into the United States.
- Certain Lens-Fitted Film Packages - government counsel in litigation to enforce the Commission’s remedial orders barring the importation of disposable film cameras that infringed Fuji Photo Film Ltd.’s patents. Proceeding resulted in the imposition of civil penalties in excess of $13 million.
