Jennifer Xi helps banks and other financial institutions navigate newly-enacted financial services legislation, regulations, and related litigation. Ms. Xi has counseled clients on a wide range of bank regulatory matters, including the new Basel III capital rules, the jurisdiction and authority of the Consumer Financial Protection Bureau over particular business lines, and federal preemption of state banking laws.
Ms. Xi also has helped banks, other financial institutions, and trade associations comment on proposed regulations and respond to supervisory requests from the Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Consumer Financial Protection Bureau, and the Financial Stability Oversight Counsel.

- Drafting comment letters on behalf of banking organizations and trade associations in response to proposed Basel III capital rules and enhanced prudential standards.
- Advising large banking organizations in developing compliance and risk assessment programs for unfair, deceptive, and abusive acts or practices.
- Developing strategies and crafting replies for large banking organizations in response to OCC, CFPB, and FSOC supervisory inquiries.
- Advising a group of national banks regarding federal preemption issues raised by the Dodd-Frank Act.

- Representing Arizona inmate in capital post-conviction relief proceedings.
