John Ellicott joined the firm in 1958 upon completion of service in the U.S. Navy.  He became a partner in 1965 and senior counsel in 1998.  His practice has included a variety of federal government regulatory programs, including communications, taxation, securities and international trade controls.  Within the firm, Mr. Ellicott served for ten years on the Management Committee and was its chairman from 1986 through 1990.
