Covington’s international government affairs and global trade team has extensive experience in developing and protecting markets for our clients.  In the US, Europe, and Asia, we have worked to ensure the adoption and preservation of sensible legislative and regulatory regimes that enable emerging and novel technologies and industries to thrive.  Our lawyers also have deep expertise in counseling clients on trade-related matters involving controls over and market barriers to a wide range of innovative goods and services.

Our government affairs and trade clients include the world’s leading software companies, major companies in the oil and gas sector, pharmaceutical and biotechnologies firms, multinational food and beverage providers, and leading aviation and defense companies – many of whom develop and utilize nanotechnologies.  We have helped these clients to develop strategies to raise the profile of nanotechnologies, to understand proposed regulation of nanotech products, and to address relevant market controls.

The strength of practice lies in our people. Our team brings together a range of former policymakers, including Stuart Eizenstat, who served as Deputy Secretary of the Treasury, Under Secretary of State and of Commerce, and as Ambassador to the European Union; Wim van Velzen, a longstanding member of the European Parliament and vice-chair of its largest political group; Ambassador Jean De Ruyt who served as Permanent Representative of Belgium to the European Union and as chair of the Committee of Permanent Representatives during the 2010 Belgian Presidency of the Council, and Dan Spiegel, former Ambassador to the UN.  Covington’s international team also includes lawyers and policy experts who have held senior positions at the Office of the U.S. Trade Representative, the U.S. Departments State and, Commerce, the U.S. Food and Drug Administration, Homeland Security, the European Parliament, and the UK Department of Trade and Industry.  Several of our team members have had and continue to have direct involvement in issues of nanotech policy, R&D, and funding.

  • Close involvement in the legislative process for a new Cosmetics Regulation in the EU that contains specific provisions on nanotechnology.
  • Support in the development and implementation of a European outreach strategy to raise the profile of and obtain regulatory support for a new nanoscale product.
  • Advice to leading nanotech innovators on emerging export control issues.
  • Assistance to companies on nanotechnology regulation under the EU chemicals regime (REACH).
