Heather Finstuen’s practice focuses on international investment, litigation, and white collar defense and investigations. In the area of international investment, Ms. Finstuen advises domestic and international companies on compliance with US national security regulations and represents clients before the Committee on Foreign Investment in the United States (CFIUS) and clients seeking to mitigate foreign ownership, control or influence (FOCI) under the National Industrial Security Program Operating Manual (NISPOM). Ms. Finstuen’s litigation and white collar practice includes representing companies in insurance coverage actions, conducting internal investigations, counseling clients on responding to federal inquiries, and advising clients on developing effective compliance policies and procedures.

- Selected CFIUS matters: e2v technologies (acquisition of QP Semiconductor) and Energy Future Holdings (investment in Oncor Electric Delivery Company by an investor group led by Canadian and Singaporean investors).

- Representation of a defense contractor in response to a federal grand jury subpoena.
- Advice to a national healthcare company on developing compliance policies and procedures following a federal investigation into billing practices and quality control.
