Gabriel Slater is an associate in the International Trade, CFIUS/National Security, and Public Policy and Government Affairs practice groups. His international trade practice focuses on export controls administered by the Departments of State, Commerce, and Energy, and the Nuclear Regulatory Commission; economic sanctions administered by the Department of the Treasury; trade policy; and World Trade Organization (WTO) obligations under the TRIPS Agreement and the GATT.
In the national security and foreign investment area, Mr. Slater represents and advises clients on matters involving the Committee on Foreign Investment in the United States (CFIUS) and the Department of Defense, Defense Security Service (DSS). Mr. Slater also has represented clients in Congressional matters in a range of industries, including energy, health care, and international trade.
Representative Matters
- Represent leading defense contractor in internal investigation and disclosure to State Department.
- Represent Chinese national in criminal prosecution by U.S. Attorney’s Office, National Security Section and Department of Commerce, Bureau of Industry and Security administrative proceeding, related to alleged violations of US export controls.
- Represent major non-US defense contractor and its US subsidiary in defense trade matters, including the production of defense articles for a foreign military.
- Advise leading oil and gas company on US economic sanctions regulations related to protection of company’s intellectual property in sanctioned countries.
- Represent startup company spun-off from leading non-US defense contractor on commodity jurisdiction request and engagement with Departments of Defense and Commerce.
- Represent leading non-US defense contractor on the CFIUS and defense trade issues involved in a foreign acquisition.
- Advise multinational pharmaceutical company on IT and encryption-related issues related to setting up a new business in the Middle East.
- Represent leading non-US tire manufacturer in matter before U.S. Customs and Border Protection.
- Advise leading information services company on export controls related to encryption software and source code and economic sanctions.
- Represent solar cell manufacturer on export classification and jurisdictional matters, as well as CFIUS implications of possible sale to Chinese solar manufacturer.
- Advise leading IT hardware and services provider on legislative and administrative reforms to US trade law.
