David Harfst has served as Managing Partner of the firm’s Brussels office since 1992. His practice focuses on European Union communications law, competition law, and intellectual property law, particularly as they apply to computer software, the Internet, and other new media. Mr. Harfst's practice embraces both legislative advocacy and regulatory compliance. For over twenty years, he has worked with individual companies, informal coalitions and trade associations on a broad range of policy issues and initiatives. During this period, he has been involved in numerous campaigns to enact legislative reform both in the United States and Europe. Mr. Harfst also serves as Vice Chair of the firm’s International and Trade Practice Group. In the most recent rankings of the Legal 500 EMEA, Mr. Harfst is ranked in the first tier of lawyers practicing EU regulatory law with particular reference to his work in the field of information technology.
