Caroline Murray Walsh is an associate in the firm’s Washington, DC office, where she is a member of the firm’s International and Financial Institutions practice groups. Her international practice includes advising clients in internal investigations and compliance matters related to the export controls and sanctions administered by the Commerce Department (BIS), Treasury Department (OFAC), and State Department (DDTC). In the national security and foreign investment area, Ms. Walsh represents and advises clients seeking national security approval for foreign investments before the Committee on Foreign Investment in the United States (CFIUS).
In her financial institutions practice, Ms. Walsh represents banks, financial institutions, and financial services providers on a variety of bank regulatory, enforcement, and compliance issues.
Representative Matters
- Represent major aerospace and defense contractors in internal investigations and disclosures to the State Department with respect to compliance with the International Traffic in Arms Regulations (ITAR).
- Advise Fortune 500 medical device and consumer products companies regarding compliance with OFAC sanctions and applications for humanitarian exports to sanctioned countries under the Trade Sanctions Reform Act of 2000 (TSRA).
- Completed four-month secondment with Fortune 50 defense contractor overseeing and managing internal investigations and voluntary disclosures to DDTC and BIS regarding compliance with the ITAR and Export Administration Regulations (EAR).
- Successfully represent major US and non-US companies in the aerospace, energy and defense sectors seeking national security approval before CFIUS for investments in the United States.
- Represent large banks in connection with CFPB targeted examinations of credit card add-on products and assist in developing compliance and risk assessment programs for prohibitions on unfair, deceptive, and abusive acts or practices (UDAAP).
- Advised start-up commercial space tourism company in communications with the Departments of State and Commerce regarding novel jurisdictional and classification issues affecting the nascent commercial space tourism industry.
- Advise major US and non-US companies regarding compliance with the sanctions administered by OFAC, including the Iranian Transactions and Sanctions Regulations and the Cuban Assets Control Regulations.
Pro Bono
- Advising non-profit organizations on human rights standards and best practices under international, regional, and foreign law.
- Drafted legal memoranda and provided strategic implementation recommendations to a foreign human rights commission regarding norms and best practices for access to justice, good governance, minority rights, and related human rights issues.
