Anuj Vohra is an associate in the firm’s Government Contracts practice, where he advises clients on a range of contracting matters including issues of contract proposal, performance and compliance, and litigates such matters before the GAO, federal courts, and agency boards.

Prior to joining the firm, Mr. Vohra was a Trial Attorney with the Commercial Litigation Branch of the United States Department of Justice, where he was a member of the bid protest team.  At the Department of Justice, Mr. Vohra represented the United States in commercial disputes before the United States Court of Appeals for the Federal Circuit, the United States Court of Federal Claims, and the United States Court of International Trade.  Mr. Vohra has extensive first-chair experience litigating issues involving various procurement statutes and regulations such as the Tucker Act, the Contract Disputes Act, the Competition in Contracting Act, and provisions of the Federal Acquisition Regulations.

Representative Matters

While at the Department of Justice, Mr. Vohra represented the United States in the following matters:

  • Harris Patriot Healthcare Solutions, LLC v. United States, 95 Fed. Cl. 585 (2010) - dismissing as moot bid protest challenging Department of Interior’s override of Competition In Contract Act automatic stay of proceedings.
  • Biltmore Forest Broadcasting, Inc. v. United States, 555 F.3d 1375 (Fed. Cir. 2009) - affirming trial court dismissal of challenge to award of broadcasting license by United States Federal Communications Commission.
  • Lumetra v. United States, 84 Fed. Cl. 542 (2008) - upholding agency award decision in bid protest of $30 million contract for Medicare-related quality control services.
  • Aelous Systems, LLC v. United States, 79 Fed. Cl. 1 (2007) - upholding agency decision in bid protest challenging contract awardee’s disqualification after HUBZone ineligibility determination by the United States Small Business Administration.
  • Successfully defended Department of Veterans Affairs award decisions in protest of $12 billion, multi-award task-order procurement for information technology support services.
  • Served as lead counsel in 4-day, $77 million damages trial defending United States Department of Energy in breach of contract action arising from sale of government’s interest in jointly-owned oil-and-gas reserve.
  • Represented United States Army Corps of Engineers in bid protest challenging contractor’s disqualification from procurement for $300 million hospital construction contract based upon finding of multiple organizational conflicts of interest.
